About this opportunity
The Kentucky Department of Veteran Affairs is requesting proposals for medical laboratory services at the Robert E. Spiller Bowling Green Veterans Center (BGVC), a 60-bed skilled nursing facility in Union County, with proposals due August 25, 2026 at 3:00 p.m. Central Time.
The scope encompasses specimen collection, phlebotomy services (scheduled and unscheduled), lab testing, and results delivery to the facility via bi-directional integration with PointClickCare (PCC) electronic medical record software — a mandatory technical requirement. Results must be reported within 24 hours of collection, or within two hours for stat requests. The awardee must maintain current CLIA Laboratory Certification and Kentucky state licensure, hold commercial general liability insurance of at least $1 million per occurrence/$2 million aggregate, workers compensation insurance, and automobile liability insurance of at least $1 million combined single limit. Annual staff training on HIPAA, resident rights, and infection control is required.
The contract term runs from September 1, 2026 through June 30, 2028, with renewal options for up to two additional two-year periods subject to approval by the Secretary of the Finance and Administration Cabinet and the Legislative Research Commission Government Contract Review Committee. No current incumbent is identified.
Evaluation is scored on technical proposals (1,000 points maximum), cost proposals (400 points), and oral demonstrations if required (up to 200 points). Vendors must submit technical and cost proposals under separate sealed cover along with a transmittal letter and required affidavits. Pricing should reference an existing fee schedule such as Medicare reimbursement rates, with separate fees for unscheduled courier runs and stat testing. The Commonwealth reserves the right to negotiate, request best and final offers, reject any or all proposals, and waive minor irregularities.
