About this opportunity
The Commonwealth of Kentucky, Department of Veteran Affairs, is requesting proposals for comprehensive laboratory services to support the Robert E. Spiller Bowling Green Veterans Center (BGVC), a 60-bed long-term care skilled nursing facility in Union County, with proposals due July 22, 2026 at 3:00 p.m. CST and written questions due by July 8, 2026.
The scope encompasses specimen collection, phlebotomy (no earlier than 5:00 a.m.), test processing, results submission, and bi-directional integration with the PointClickCare electronic medical record system. The vendor must achieve routine test processing within 24 hours and stat requests within 2 hours, provide immediate notification of critical lab values, maintain scheduled specimen pickup with 24/7 unscheduled availability, and comply with all federal and state laboratory regulations. Vendors must hold current CLIA certification and Kentucky licensure and maintain Commercial General Liability Insurance ($1,000,000 per occurrence / $2,000,000 aggregate), Professional Liability Insurance ($1,000,000 per claim), and Automobile Liability Insurance if providing transportation. All representatives must meet OBRA background check requirements and cannot be suspended, debarred, or excluded from federal health care programs.
The initial contract term runs August 1, 2026 through June 30, 2028, with the Commonwealth reserving the right to renew for up to two additional two-year periods subject to approval by the Secretary of the Finance and Administration Cabinet and the Legislative Research Commission's Government Contract Review Committee. Billing flows through Medicare Part B or private insurance, with BGVC responsible only for uninsured costs billed monthly on itemized statements.
Technical proposals are evaluated on a 1,000-point scale covering service availability, stat lab processes, result delivery methods, and timelines. Cost proposals are evaluated on a 400-point scale based on laboratory fee schedules and ancillary charges such as unscheduled courier runs and stat testing. The Commonwealth reserves the right to conduct oral presentations with the top three vendors and to negotiate fair and reasonable compensation based on submitted pricing.
