About this opportunity
The Commonwealth of Kentucky, Department of Veteran Affairs, is soliciting proposals from qualified contractors to provide comprehensive drug and alcohol testing services for the Robert E. Spiller Bowling Green Veterans Center (BGVC) located in Radcliff, Kentucky. The procured services include pre-employment, random, reasonable suspicion, and post-accident urine drug screening and breath alcohol screening (breathalyzer) testing for BGVC employees, contractors, and potential employees. Contractors must establish a primary collection site within twenty miles of the facility with daytime Monday-through-Friday hours and maintain after-hours and weekend collection services within a thirty-mile radius. Mandatory qualifications include current CLIA accreditation, SAMHSA certification, and Kentucky state licensure for laboratory services, along with employment of a licensed physician as Medical Review Officer and a board-certified toxicologist. Testing must cover eleven drug substances including THC, cocaine, opiates, amphetamines, PCP, morphine, MDMA, methadone, benzodiazepines, barbiturates, and oxycodone, with alcohol screening at a .02 cut-off level, and results must be delivered within seven calendar days via email, landline, and preferably through an online portal. The evaluation process allocates 550 points for technical proposals, 300 points for cost proposals, and up to 200 points for oral demonstrations if required, for a maximum of 1,050 points. Written questions were due by 3:00 PM EST on April 7, 2025, with the Commonwealth's response issued on April 14, 2025, and proposals must be submitted in hard copy by 3:00 PM EST on April 29, 2025, to Jason Gumm, BGVC Administrator, at 100 Veterans Drive, Radcliff, Kentucky 40160.
Kentucky resident bidders and qualified bidders as defined in KRS 45A.465-45A.494 are eligible for reciprocal preferences of 15-20 percent of maximum points in the evaluation process. This is a new facility that has not previously contracted for these services, and no incumbent contractor or specific volume projections have been identified. The anticipated initial contract term runs from June 1, 2025, through June 30, 2026, with the Commonwealth reserving the right to renew for up to two additional two-year periods subject to approval by the Secretary of the Finance and Administration Cabinet and the Legislative Research Commission's Government Contract Review Committee. All proposals must include signed solicitation forms, transmittal letters with required affidavits, copies of accreditations and certifications, sample chain-of-custody forms, technical and cost proposals submitted under separate sealed covers, and proof of business registration with the Kentucky Secretary of State. Payment will be made within thirty working days of invoice receipt in accordance with Kentucky statutes. The RFP does not specify a total contract value or budget range, and the Commonwealth reserves the right to reject any or all proposals and to negotiate fair and reasonable compensation based on pricing submitted.
