About this opportunity
The California Department of Transportation (Caltrans) is soliciting Statements of Qualifications from qualified architecture and engineering firms to establish an on-call contract for hazardous waste site investigation and design services across Districts 5, 6, and 10, covering multiple California counties including Santa Barbara, San Luis Obispo, Monterey, Fresno, Kern, and others. The scope of work encompasses comprehensive environmental services including Phase I and Phase II environmental site investigations, initial site assessments, remedial design, feasibility studies, groundwater monitoring, soil and groundwater remediation system evaluation, and construction support services across project development phases 0 through 3. Key qualifications include designation of a Consultant Contract Manager with a minimum of five years of responsible experience managing A&E teams for similar services and a minimum of ten years of documented experience delivering A&E Hazardous Waste Site Investigation and Design Services, with all experience calculated without overlapping or double-counting. Submissions must be provided electronically through Novell Filr by 10:00 a.m. on March 5, 2026, with shortlisted firms invited to interviews scheduled for March 20, 2026, via WebEx, and cost negotiations occurring during the week of April 29, 2026, with completion by May 11, 2026. The RFQ requires seven tabbed sections in SOQ responses including transmittal letters, GSA Standard Form 330, staff availability information, communication plans, workforce analysis charts, nondiscrimination plans, and California Civil Rights Law certifications, with specific formatting requirements of 8.5" x 11" paper and minimum 8-point font. Additionally, all transmittal letters from prime consultants and subconsultants must disclose whether Generative Artificial Intelligence will be used or not used in service delivery, with failure to disclose resulting in potential disqualification.
No Disadvantaged Business Enterprise (DBE) participation goal, small business set-asides, or Disabled Veteran Business Enterprise (DVBE) requirements apply to this solicitation, as a 0% participation goal is required pursuant to the U.S. Department of Transportation's Interim Final Rule effective October 3, 2025. Vendor services must submit rate sheets listing unit costs inclusive of all direct and indirect costs rather than competitive bids, and all consultants must ensure prevailing wage registration compliance when required under federal and state regulations. The contract establishes a fixed profit fee of ten percent with escalation rates of 1.81 percent for the initial partial year and 3.62 percent for each subsequent full contract year over a three-year term. The estimated contract value ranges from $3,539,440 to $5,751,590, with the most highly qualified selected firm required to submit complete financial documents within four days of selection notification and a Pre-award or Post-award Audit to be performed on any resulting contract. Caltrans notes that no work is guaranteed to be assigned under the contract despite its issuance, and consultants designated as key personnel are expected to remain substantially engaged throughout contract performance, with any personnel changes requiring prior written approval from the Caltrans Contract Manager.
