About this opportunity

The Orange County Sheriff-Coroner Department is soliciting pre-qualification documents for Job Order Contracting (JOC) for roofing services to establish a qualified bidders list for the 2026-2027 fiscal period. This is a pre-qualification phase preceding formal competitive bidding, with pre-qualified contractors eligible to bid on roofing projects for facilities owned, operated, or maintained by the department. Contractors must possess a valid California Class C-39 Roofing Contractor's license, current Department of Industrial Relations registration, Commercial General Liability insurance with a minimum $3,000,000 per occurrence limit, Workers' Compensation insurance as required by law, reviewed or audited financial statements for the two most recent fiscal years, and a notarized surety statement confirming bonding capacity of at least $3,000,000. The evaluation process consists of three parts: Part I addresses essential requirements with immediate disqualification for any unmet critical requirement; Part II evaluates organizational history and performance compliance with a minimum passing score of 84 points out of 140 possible points; and Part III requires reference checks through interviews of at least two project managers from completed construction projects, with a minimum individual interview score of 72 points required for qualification. Pre-qualification documents must be submitted electronically through the County's online bidding system by 2:00 p.m. Pacific Time on April 13, 2026, with all questions and requests for interpretation due by March 30, 2026 at 3:30 p.m. Pacific Time. The qualified bidders list will be valid for one year from establishment, with formal bid advertisement anticipated for July 2026, bids due in August 2026, and contract award anticipated in October 2026.

The pre-qualification solicitation documents do not identify any specific set-aside designations or restrictions limiting participation to disadvantaged enterprises or particular organization types, indicating this opportunity is open to all qualified roofing contractors meeting the stated requirements. No incumbent vendors or current contractors are identified in the available documentation. All pre-qualified contractors and their employees, subcontractors, and suppliers will be required to submit to security clearance and personal background checks prior to commencing work at secured County facilities. If two or more business entities submit as a Joint Venture, each entity must be separately qualified. Contractors may appeal pre-qualification determinations within seven calendar days of notification, with informal hearings conducted within five business days and decisions rendered within three business days thereafter. The total contract value per contract will not exceed $3,000,000, representing the maximum not-to-exceed amount for this Job Order Contracting arrangement.
