About this opportunity
The California Department of Transportation (Caltrans) District 06 is requesting sealed bids for highway construction work on State Route 223 in Kern County, with bids due September 2, 2026 at 2:00 p.m. via Bid Express. An SBE contract goal of 5 percent applies; the Department also gives preference to certified small businesses and non-small businesses committing to 25 percent certified small business participation. No DVBE contract goal is established, but DVBE participation is encouraged.
The scope encompasses HMA Type A pavement, minor concrete work, traffic signal modifications, and pedestrian hybrid beacon installation on a 0.1-mile segment of State Route 223 in and near Arvin (Post Miles 20.1/21.3, extending from 0.1 mile west of Comanche Drive to 0.1 mile east of King Street). Work includes 70 line items: lead compliance planning, traffic control systems, temporary pedestrian access routes, water pollution control, concrete removal and replacement, asphalt paving and cold-planing, drainage improvements, sign and marking work, and electrical systems modifications. Contractors must hold either a Class A license or a combination of Class C-10 and C-12 licenses. Environmental requirements include local material sampling and analysis for hazardous constituents, worker environmental awareness training for special-status species protection, and environmental product declarations for hot mix asphalt and concrete. Coordination with the City of Arvin is required for street permits and utility relocations.
The estimated project cost is $6.9 million. Work must be completed within 120 working days. Bidders must submit security equal to at least 10 percent of their bid amount. Unit price bidding applies. The contract is subject to prevailing wage requirements as determined by the California Department of Industrial Relations. Subcontractors must be paid within 7 days of receipt of progress payments; other entities within 30 days. Dispute resolution advisor services are available at $250 per hour for off-site tasks and $2,500 per day for on-site meetings.
