About this opportunity

California Department of Transportation (Caltrans) District 4 is requesting bids for replacement of a bridge and culverts, hot mix asphalt (HMA) and rubberized hot mix asphalt (RHMA) installation, lighting modification, and erosion control on State Highway Route 37 in Novato, Marin County, with bids due November 10, 2026, and a mandatory virtual pre-bid meeting on October 22, 2026 at 10:00 a.m. via Cisco Webex.

The work extends from 0.3 miles east of the Route 37/101 separation to 0.2 miles west of the Atherton Avenue undercrossing (Federal-Aid Project NH-P037(221), Contract No. 04-4Q3214). The contractor must hold either a California Class A license or a combination of Class C licenses (C-8, C-12, C-61, D-30) constituting a majority of work. Plant establishment must be completed within 250 working days; all other work must be completed within 850 working days, with a cumulative completion timeline of 1,100 working days including plant establishment.

The bid item list contains 189 line items spanning structural work, drainage, paving, traffic control, environmental compliance, and miscellaneous construction. The project operates under California prevailing wage as determined by the Department of Industrial Relations, with federal minimum wage rates applying where applicable. A full-time, on-site Safety Quality Control Manager (SQCM) with specified heavy-construction certifications is mandatory. Buy America compliance applies to manufactured products and construction materials. Environmental product declarations are required for hot mix asphalt and concrete.

The estimated cost is $190 million. Bidders must submit security equal to at least 10 percent of the bid amount on a unit price basis. Complex traffic management provisions restrict lane closures and complete freeway closures, with liquidated damages for failure to open closures on schedule. The contract includes dispute-resolution options (dispute resolution advisors or boards) with virtual or on-site meeting provisions. Coordination is required with railroad property adjacent to the work site and with coincident adjacent projects.
