About this opportunity

The Pennsylvania State Police (PSP) is seeking a janitorial services contractor for the Bethlehem Regional Lab located in Dauphin and Lehigh Counties. The contract will cover comprehensive cleaning services for the DNA Lab (4,704 sq ft) and Regional Crime Lab (5,429 sq ft), to be performed three days per week. Specific service requirements include emptying waste baskets, floor maintenance, cleaning fixtures and showers, dusting, vacuuming, and executing deep cleaning tasks on weekly, bi-weekly, monthly, and semi-annual schedules. The initial contract term is from July 1, 2021, through June 30, 2026, with potential for three one-year extensions. Prospective bidders must complete a mandatory site visit and obtain a signed Proof of Visit Form by the bid opening date of May 12, 2021. Additionally, all vendor staff must undergo a federal fingerprint background check and complete CJIS Online Security Awareness Training before accessing the facility.

This procurement is exclusively set aside for small businesses, requiring mandatory self-certification through www.smallbusiness.pa.gov prior to the bid opening. Vendors must comply with the Criminal Justice Information Services (CJIS) Security Policy, which includes comprehensive background checks and biennial security training for all staff. Each vendor must also designate a CJIS Online Administrator to manage training accounts. Only electronic bid responses will be accepted, and interested vendors must register on the Pennsylvania Supplier Portal (www.pasupplierportal.state.pa.us) to submit a bid. While specific budget ranges are not disclosed, the multi-year contract structure suggests a substantial and consistent service requirement. Bidders must demonstrate strict adherence to security protocols, including fingerprint background checks, security training, and compliance with the Worker and Community Right to Know Act.
