About this opportunity

Lower Paxton Township is seeking bids for the Colonial Road Corridor Traffic Signal Improvements project, located in Dauphin County, Pennsylvania. The procurement is a construction contract focusing on traffic signal and ADA improvements along the Colonial Road corridor, which has been partially financed through two Pennsylvania Department of Transportation grants: the Green Light - Go Program and the Automated Red Light Enforcement Program. Bids will be received online via PennBID until Thursday, August 21, 2025, at 10:00 AM local time, with a public bid opening immediately following. Bidding documents are available exclusively through the designated website https://pennbid.bonfirehub.com/, and prospective bidders are strongly encouraged to register as plan holders. Bid security in the form of a Certified Check or Bid Bond must be furnished with the bid, with an amount not less than 10% of the total bid value. The issuing office for the bidding documents is Herbert, Rowland & Grubic, Inc., located in Harrisburg, PA.

No specific set-aside designations or restrictions for disadvantaged enterprises were explicitly detailed in the procurement documents. While the contract opportunity does not specify incumbent vendors, the project involves comprehensive traffic signal infrastructure improvements that will require advanced technical capabilities and construction expertise. The procurement documents include multiple technical files such as Valley Traffic Signal Construction Plan, System Plan, King George Traffic Signal Permit and Construction Plans, and a Highway Occupancy Permit (HOP) Set, indicating complex technical requirements for potential bidders. Although a precise budget range was not specified, the involvement of state transportation grants and multiple technical documents suggests a substantial infrastructure investment. Interested contractors will need to demonstrate significant experience in traffic signal construction, ADA compliance, and municipal infrastructure improvements to be competitive in this bidding process.
