About this opportunity
The California Department of Transportation (Caltrans) is requesting bids on construction of a sidewalk with fence and drainage inlet adjustments on State Highway Route 1 at Manchester in Mendocino County, with bids due October 22, 2026 at 2:00 p.m. electronically via Bid Express. The project carries a 5% Small Business Enterprise (SBE) participation goal and a 5% Disadvantaged Veteran Business Enterprise (DVBE) goal.
The contractor must hold either a Class A license or a combination of Class C licenses (C-8, C-42) constituting a majority of the work. The scope comprises 54 bid items including lead compliance planning, traffic control, concrete work, drainage inlet adjustments and replacement, chain link fencing, and thermoplastic traffic striping. The project is located 0.1 mile south of Creamery Lane on Route 1 at Manchester. Work must be completed within 30 working days and must commence before September 1, 2027.
The estimated project cost is $1 million. Bidders must submit bidder's security equal to at least 10 percent of their bid. Prevailing wages, established by the California Director of Industrial Relations, are required. The contract incorporates standard specifications and plans dated 2025.
Special provisions address environmental stewardship including management of aerially deposited lead-contaminated soils, invasive species control, nesting bird protection, and water pollution control. The contractor must employ a contractor-supplied biologist and submit environmental product declarations for hot mix asphalt and concrete. Prompt payment to subcontractors within 7 days of progress payments is mandated. Professionally facilitated project partnering is required. The project includes work near concurrent or adjacent contracts, necessitating coordination of lane closures and traffic handling with neighboring projects. Bids will be opened via webcast or teleconference immediately following the 2:00 p.m. closing time on October 22, 2026.
