About this opportunity

The California Department of Transportation is soliciting sealed bids for Contract 01-0J9904, a federal-aid highway project in Mendocino County that places hot mix asphalt, replaces signs, installs Midwest Guardrail System, and replaces traffic management systems and drainage. Bids are due December 10, 2026 by 2:00 p.m. via Bid Express. Bidders must hold either a Class A or a Class C-12 license. The source names no set-aside or preference program.

The project covers State Route 101, District 01, post miles T91.3/T106.8, from 0.1 mile north of Route 1 to the Humboldt County line near Piercy. The bid schedule includes 105 items spanning traffic control, erosion control, asphalt paving, guardrail installation, sign replacement, pavement markings, and drainage modifications. The contractor must coordinate with six coincident or adjacent contracts active in the project area. Buy America requirements apply to iron, steel, manufactured products, and certain construction materials. A De Minimis Costs waiver is available for non-compliant materials not exceeding the lesser of $1 million or 5 percent of total applicable costs. Environmental product declarations are required for hot mix asphalt plants supplying 2,250 tons or more and concrete plants supplying 250 cubic yards or more. The contractor must designate an on-site safety representative meeting specified certification and experience requirements and maintain a site-specific safety program. Work within drainage channels is restricted to June 15 through October 15 annually.

The estimated project cost is $24 million. Work must be completed within 140 to 200 working days on a cost-plus-time basis. Bidders must submit security equal to at least 10 percent of their bid. Prevailing wage applies, and contractors must pay the higher of the California Director of Industrial Relations and United States Secretary of Labor rates when they differ. Prompt payment requires subcontractor payment within 7 days and payment to other entities within 30 days of receiving progress payments, with monthly reporting through the Department's prompt payment monitoring system.
