About this opportunity

The California Department of Transportation (Caltrans) is requesting bids on construction of a bridge, roadway improvements, streambed restoration, delineation work, and removal of an existing culvert on State Highway 101 in Humboldt County, approximately 0.9 miles north of the Mendocino County border within Cooks Valley, with bids due October 28, 2026 at 2:00 p.m. electronically. An SBE participation goal of 5 percent applies; DVBE participation is encouraged but no DVBE contract goal is established.

The scope comprises 89 bid items covering traffic control, erosion control, water quality monitoring, structural concrete work, ultra-high performance concrete and precast prestressed concrete bridge construction, streambed material and restoration, asphalt paving, reinforcement steel, electrical systems, and environmental stewardship measures. Contractors must hold either a Class A license or an appropriate combination of Class C licenses (C-8 or C-12). The project includes identified unregulated earth material containing lead on site at concentrations ranging from 3.8 to 110 mg/kg total lead; contractors must submit a lead compliance plan. Additional required submittals include a natural resource protection plan, site-specific safety program with designated safety representative, and water quality monitoring reports. Work in drainage channels is restricted to June 15 through October 15 annually. Environmental product declarations are required for hot mix asphalt and concrete materials exceeding specified quantities. Professional project partnering and contractor-supplied biologist and streambed restoration specialist are contractual requirements.

The estimated project cost is $6 million with completion required within 95 to 135 working days on a cost-plus-time basis. Bidders must submit security equal to at least 10 percent of bid amount. Prevailing wages apply per California Department of Industrial Relations determinations. Bid results will be available through Caltrans webcast and teleconference services.
