About this opportunity

The Department of State's Bureau of Counterterrorism is seeking a nonprofit organization to provide training and investigative support for Yemeni law enforcement focused on cross-border weapons smuggling. The cooperative agreement requires applicants to possess specialized subject matter expertise in countering trafficking of small arms, uncrewed aerial systems (UAS), and dual-use items, along with demonstrable language and cultural competencies for operating in Yemen. Successful applicants must be prepared to coordinate with the U.S. Mission to Yemen, engage exclusively with the Internationally Recognized Government/Republic of Yemen Government, and potentially conduct virtual and in-person training sessions. The proposal must be submitted by July 30, 2025, with specific formatting requirements including a 12-page limit, 12-point Calibri font, and inclusion of a preliminary Performance Monitoring Plan and Logic Model. Evaluation will likely emphasize the applicant's technical expertise, cultural understanding, and strategic alignment with counterterrorism objectives.

The total available funding for this opportunity is $3,946,719, with the potential for at least one award at the full funding level. The program performance period is anticipated to span 12 to 36 months, with an expected start date of September 30, 2025. Although the project requires direct engagement in Yemen, this will occur despite the State Department's level 4 travel advisory, necessitating robust remote coordination and potentially limited on-ground activities. The ultimate goal is to build Yemen's capacity to screen, identify, and interdict illicit weapons transfers, thereby disrupting terrorist smuggling networks and protecting U.S. strategic interests in the region.
