About this opportunity

The U.S. Department of State Bureau of Counterterrorism seeks to establish the Western Hemisphere Counterterrorism Legal and Financial Disruption Program, which will deliver structured legal and financial-disruption training for investigators, prosecutors, and judges across Latin America and the Caribbean to strengthen their capacity to investigate, prosecute, and adjudicate terrorism cases involving Foreign Terrorist Organizations (FTOs) and disrupt terrorist financing networks. Eligible applicants include not-for-profit organizations, think tanks, civil society/non-governmental organizations, public and private educational institutions, for-profit organizations, and public international organizations, all of which must maintain a Unique Entity Identifier (UEI) and active registration in SAM.gov. Key requirements include developing training on investigating terrorism and terrorist financing, creating legal frameworks aligned with Financial Action Task Force standards, coordinating with existing regional training activities such as the International Law Enforcement Academy (ILEA), and supporting implementation of National Security Presidential Memorandum-2 regarding Iranian proxy threats. Applicants will be evaluated on five criteria: quality and feasibility of the program idea (30 points), organizational capacity and record on previous grants (20 points), program planning and ability to achieve outcomes (15 points), monitoring and evaluation (15 points), budget (10 points), and sustainability (10 points). The application deadline is June 12, 2026, at 5:00 PM EST, with proposals limited to 12 pages and must include mandatory federal forms, a logic model, performance monitoring plan with at least three CT indicators, curricula vitae for key personnel, letters of partner support, and a risk analysis.

The Department of State will award one cooperative agreement valued at up to $8,880,118 under FY25/26 Nonproliferation, Anti-terrorism, Demining and Related Programs (NADR) funds, structured as a 24-month award with an anticipated start date of September 30, 2026. The program will operate throughout Latin America and the Caribbean, focusing on newly designated FTOs in the region while also addressing Iranian proxy threats. The Department of State will maintain substantial involvement throughout implementation, including approving all curricula, beneficiary selection, workplans, major programmatic decisions, and sub-awards, with annual re-certification required for awards exceeding $500,000 in estimated services performed outside the United States.

Synopsis

The U.S. Department of State Bureau of Counterterrorism (CT) announces a funding opportunity to establish a Western Hemisphere Counterterrorism Legal and Financial Disruption Program. The program will strengthen recipients' ability to hold Foreign Terrorist Organizations (FTOs) accountable by improving legal frameworks and disrupting their financial networks. This initiative supports the 2025 National Security Strategy and the Department's Agency Strategic Plan by deepening regional partnerships to enhance security, counter transnational threats, and protect U.S. interests in the Western Hemisphere. The program will deliver structured legal and financial-disruption training for investigators, prosecutors, and judges across Latin America and the Caribbean. It will focus on investigating, prosecuting, and adjudicating terrorism cases and dismantling FTO networks, including their links to terrorist financing and transnational criminal organizations. The program will also improve information sharing with U.S. counterparts. Applicants must coordinate and deconflict with existing regional training activities, including the International Law Enforcement Academy (ILEA), and should identify other relevant initiatives. The program will emphasize practical skills, multi-agency coordination, and targeted assistance that advance U.S. national security throughout the Western Hemisphere. While the primary focus will be on newly designated FTOs in Latin America and the Caribbean, the program will also support implementation of National Security Presidential Memorandum-2 (NSPM-2) by helping partner countries address threats from Iranian proxies.
