About this opportunity

The Department of the Interior Bureau of Reclamation seeks applicants for the WaterSMART Enhancing Water Resources Projects competitive grant program, with application deadlines of September 9, 2026, and September 8, 2027, at 4:00 PM MDT. The program allocates up to $60 million in Infrastructure Investment and Jobs Act funding for water conservation, efficiency, infrastructure improvements, and watershed restoration projects that benefit multiple water uses and provide significant watershed benefits. A 25 percent non-Federal cost share is generally required; however, watershed groups may apply for 50-percent cost-shared funding without a Category A partner or 75-percent federal funding with one.

Eligible applicants include Category A entities—states, tribes, irrigation districts, water districts, and organizations with water or power delivery authority located in the 17 Western States, Alaska, Hawaii, American Samoa, Guam, the Northern Mariana Islands, the U.S. Virgin Islands, and Puerto Rico; Category B entities (nonprofit conservation organizations partnering with Category A entities); and Category C entities (watershed groups meeting specific criteria as defined in the Cooperative Watershed Management Act). All applicants must be located in the eligible geographic areas.

Individual federal awards range from $50,000 to $3 million, with total project costs not exceeding $6 million and completion within three years of award. Approximately 30 awards are anticipated, with selections expected in March 2027 and March 2028. Merit review evaluates projects on project benefits (35 points), project planning and support (15 points), readiness to proceed (15 points), presidential and Department of Interior priorities (20 points), construction priority (10 points), and cost share priority (5 points). Projects must demonstrate 60-percent final design or greater and include hard infrastructure construction components. Eligible activities encompass water supply reliability, strategic water management, habitat restoration, invasive species treatment, fisheries management, forest management with clear water nexus, and monitoring programs. Ineligible activities include operations and maintenance, on-farm irrigation improvements, land and water purchases, and pilot projects.

Projects that balance numerous community interests (agriculture, recreation, fisheries, power, etc.), were developed collaboratively, and provide significant watershed benefits will be prioritized under this funding opportunity. This program demonstrably advances Trump administration priorities, such as those identified in Presidential Executive Order 14154 (January 20, 2025): Unleashing American Energy (E.O. 14154) and Secretarial Order 3418, and aligns with other priorities and requirements, such as those identified in Presidential Executive Order 14332 (August 7, 2025): Improving Oversight in Federal Grantmaking (E.O. 14332).
