About this opportunity

The Department of the Army Corps of Engineers Fort Worth District is soliciting Statements of Interest for a cooperative agreement to fund wading bird response monitoring in Southwest Florida ecosystem restoration, with a Statement of Interest due October 5, 2026 at 2:00 PM Central Time.

Applicants must be members of one of three Cooperative Ecosystem Studies Units: Gulf Coast, Piedmont-South Atlantic Coast, or South Florida-Caribbean Units. All recipients and subrecipients must have an active NIST SP 800-171 DoD assessment performed within the last three years to be eligible for award.

Base period funding is approximately $250,000 for 12 months, followed by four optional 12-month follow-on periods. Optional Task 5 runs up to 24 months from date of award; Optional Task 6 runs 12 months from date of award. The established CESU indirect cost rate is 17.5%.

Successful applicants must demonstrate expert knowledge of the Everglades ecosystem in Southwest Florida and documented research experience with wading birds, including monitoring wading bird communities, quantifying trends in abundance and distribution, and relating observations to hydrological patterns. The Statement of Interest must not exceed three pages (single-spaced, 12-point font) and should include organization information and CAGE Code, Principal Investigator biographical sketch with relevant experience, descriptions of past projects and clients, biographical sketches of supporting personnel, innovative techniques and available facilities, and a summary of alignment with USACE and Department of Defense missions.

Responses will be evaluated on technical merit and capability to meet program objectives. Award is anticipated in Fiscal Year 2027. Direct questions must be submitted by September 14, 2026 to Nicholas Aprea (nicholas.a.aprea@usace.army.mil) or Emily Woodruff (emily.t.woodruff@usace.army.mil).
