About this opportunity
The U.S. Department of State's Bureau of International Narcotics and Law Enforcement Affairs (INL) is seeking applications for a $2 million cooperative agreement to support vocational rehabilitation for disabled Colombian veterans. The project aims to strengthen rehabilitation and reemployment of Colombian National Police and military personnel who were permanently injured during counter-narcotics, security, and anti-terrorism operations. The 36-month project requires the recipient to develop comprehensive programs including physical/psychological rehabilitation services, vocational training, job placement assistance, and educational support. Key deliverables include providing 50 educational scholarships annually, vocational training for 200 beneficiaries, securing employment for at least 80 participants (30 in police/military roles, 50 in other sectors), and establishing an ambassador/mentorship program. Applications are due March 17, 2025 by 11:59 PM EST through Grants.gov, with a question submission deadline of February 14, 2025.
The project start date is May 2025. Eligible applicants include U.S. and foreign-based non-profit organizations and educational institutions with demonstrated experience in rehabilitation and vocational training programs, preferably in Colombia or Latin America. The funding falls under the Counter Narcotics (CFDA 19.704) program, which focuses on disrupting overseas drug production and trafficking through targeted counter-narcotics and institution-building assistance.
