About this opportunity
The Department of Veterans Affairs (VA) is soliciting grant applications for the Supportive Services for Veteran Families (SSVF) Program, which aims to provide comprehensive housing support to very low-income veteran families experiencing or at risk of homelessness. Eligible applicants include 501(c)(3) nonprofit organizations and consumer cooperatives that can offer case management, temporary financial assistance, and supportive services to help veterans obtain and maintain permanent housing. Key program requirements include enrolling at least 60% homeless veteran households, providing up to $1,000 in move-in expenses, and paying landlords up to two months' rent. The VA will evaluate applications based on criteria such as background and qualifications, program concept, quality assurance, financial capability, and community linkages. Applications must be submitted by 4:00 p.m. Eastern Time on February 19, 2026, with grant operations set to begin on October 1, 2026.
The grant opportunity will distribute approximately $855 million through over 200 individual grants, with award amounts ranging from $262,981 to $23,153,846. Grantees are expected to serve over 80,000 veterans nationally, achieve 70% permanent housing exit rates, and maintain a homelessness return rate of less than 5%. The program will prioritize geographic distribution across rural communities and tribal lands, with a focus on providing comprehensive support to veteran families transitioning from homelessness to permanent housing. Grants will be awarded for a one-year project period, with the potential for renewal subject to performance and fund availability.
Synopsis
Section 604 of the Veterans' Mental Health and Other Care
Improvements Act of 2008, Public Law 110-387 (codified at 38 U.S.C. § 2044),
authorized VA to develop the SSVF Program. Supportive services grants are awarded
to selected private non-profit organizations and consumer cooperatives that will assist
very low-income Veteran families residing in or transitioning to permanent housing.
Grantees will provide a range of supportive services to eligible Veteran families that are
designed to promote housing stability. SSVF provides case management and
supportive services to prevent the imminent loss of a Veteran's home or identify a new,
more suitable housing situation for the individual and his or her family; or to rapidly rehouse
Veterans and their families who are homeless and might remain homeless
without this assistance.
VA is announcing the availability of funds for grants under the SSVF Program. This
NOFO contains information concerning the SSVF Program, the renewal and new
applicant grant application processes, and the amount of funding available. Awards
made for grants will fund operations beginning October 1, 2026.
