About this opportunity
The U.S. Agency for International Development (USAID), through its Central Africa Regional Program for the Environment (CARPE), is seeking applications for a 5-year, $20 million cooperative agreement to reduce deforestation and forest degradation in the Democratic Republic of the Congo (DRC) by decreasing charcoal use for cooking. The activity will focus on four cities - Kinshasa, Goma, Bukavu, and Kisangani - targeting approximately 500,000 residents through promoting alternative cooking technologies and fuels, improving the business environment for charcoal alternatives, supporting private sector scale-up of low-emission technologies, and helping charcoal producers transition to sustainable livelihoods. Key requirements include demonstrated experience working with private sector partners, strong monitoring and evaluation capabilities, and the ability to achieve measurable reductions in charcoal use. Applications will be evaluated on technical approach, management plan, and institutional capability. The opportunity was posted on December 13, 2024, with questions due by December 28, 2024 and applications due by February 14, 2025.
The $20 million in funding will be provided through a cooperative agreement, with the selected implementer required to provide a Chief of Party and Deputy Chief of Party with expertise in renewable energy and clean cooking technologies. The program will be implemented in the DRC, focusing on reducing charcoal consumption and deforestation in the four target cities.
