About this opportunity

The U.S. Agency for International Development (USAID) Mozambique is seeking applications for a $77.5 million cooperative agreement to implement the "USAID SUstaining Control of the HIV Epidemic through quality Services, resilient Systems, and Community Outreach (SUCESSO)" program in Sofala and Niassa provinces over five years. The program aims to support the Government of Mozambique in reaching and maintaining HIV epidemic control by 2031 through improved facility-based HIV services, strengthened provincial health systems, and enhanced community-based HIV prevention and treatment services. Key eligibility requirements include being a local Mozambican organization, and having qualified personnel such as a Chief of Party, Technical Director, and Finance/Operations Director. The technical evaluation will focus on the applicant's approach, management/staffing, and monitoring/evaluation plans.

The award will involve gradually transitioning up to 90% of clinical HIV service delivery to Government-to-Government agreements by 2031. A $300,000 annual Rapid Response Fund is required for emergencies. The original February 4, 2024 application deadline has been postponed to February 14, 2025 via amendments to the notice.
