Eligible applicants are restricted to a state department of agriculture or other state agency or political subdivision thereof responsible for administering or implementing undesirable plants laws. The award carries no cost-sharing requirement; USACE will fund the cooperative agreement at 100 percent.
The estimated total funding is $275,000, consisting of a one-year base period award of $55,000 (running from award date through July 9, 2027) and four optional one-year renewals of $55,000 each (exercisable through July 9, 2031 by bilateral agreement if funds remain available). A single award is anticipated. Work is performed on federal lands managed by USACE associated with the Missouri River Bank Stabilization and Navigation, Fish & Wildlife Mitigation Project in St. Charles County, Missouri.
The recipient must provide professional services including coordination with USACE, levee boards, adjacent landowners, and other political subdivisions; development of USACE-approved annual Integrated Pest Management Plans; surveying and monitoring of invasive vegetation with GIS mapping; implementation of integrated treatment methods (prevention, mechanical, cultural, biological, and chemical); and submission of annual performance reports and quarterly SF 425 Federal Financial Reports. Applications submitted through Grants.gov must include SF 424 and SF 424A forms, a program narrative addressing goals and objectives (up to 12 pages), a program management plan (up to 10 pages), past performance records (up to three examples), and eligibility certifications. Review proceeds in three stages: initial eligibility review by a Grants Specialist, merit-based evaluation by a Program Official against program goals and management capability, and final selection by a Grants Officer. The statutory authority is 7 U.S.C. § 2814 (Federal Noxious Weed Act of 1974), CFDA 12.012.
