About this opportunity
The Indian Health Service is forecasting grant funding to support urban Indian health services across four program areas—immunization, health promotion and disease prevention, mental health, and alcohol and substance abuse—through the Urban Indian Health Services program (CFDA 93.193), with application processing and award decisions completed within 90 days of receipt. Eligibility is strictly limited to existing Urban Indian Organizations administering Title V contracts or grants under 25 U.S.C. Section 1653 and currently holding a Title V Urban Indian Health Program grant or contract with IHS. Awards are project grants for up to three years; multi-year cooperative agreements renew on a year-to-year basis requiring continuation application resubmission. Individual project grant awards to urban health centers typically range from $1.5 million to $4.5 million annually. The Indian Health Service evaluates applications based on the size of the urban Indian population served, accessibility to and utilization of other health resources, lack of duplication with existing federal grants or contracts, organizational capacity, satisfactory performance history, identified service needs, and proposed methodology. Grantees with annual federal awards of $1 million or more must obtain independent financial audits; smaller grantees remain subject to audit by federal agencies or pass-through entities upon request. Grants support alcohol and substance abuse prevention, treatment, rehabilitation and education; mental health needs assessment and services; health promotion and disease prevention services; immunization services; and HIV/AIDS prevention and care. Cooperative agreements additionally fund public policy, research and data, training and technical assistance, and education and marketing work. Applications are processed and awards issued by Indian Health Service Headquarters following a competitive review process.
