About this opportunity
The Administration for Community Living (ACL), within the U.S. Department of Health and Human Services, is soliciting applications for five-year grants to fund up to two University Centers for Excellence in Developmental Disabilities Education, Research, and Service (UCEDD), with applications due July 22, 2026. Eligibility is restricted to entities that received a five-year UCEDD grant in FY 2021 and whose UCEDD designation expires on June 30, 2026.
Cost sharing of 25 percent is required; however, reduced cost-sharing up to 90 percent federal funding is available for projects targeting people with developmental disabilities in urban or rural poverty areas. Individual award amounts will range from $629,042 to $636,192 per budget period across five 12-month periods (September 30, 2026 to September 29, 2031), for a total program funding of $3,145,210 over the performance period.
Grantees must carry out four core functions: interdisciplinary pre-service preparation and continuing education of students, community services including training and technical assistance and demonstration and model activities, research, and information dissemination. Activities must address one or more areas of emphasis including quality assurance, education and early intervention, childcare, health, employment, housing, transportation, recreation, and other services affecting quality of life for individuals with developmental disabilities.
Merit review allocates 45 points to approach, 20 points to capability and expertise, 15 points to project impact, and 10 points each to project relevance and budget narrative. The indirect cost rate is capped at 8 percent of total direct costs. Equipment, tuition, stipends, space rental, and renovation or alteration costs are excluded from allowable costs, and salary rates are limited to Executive Level II compensation.
The assistance listing number is 93.632. Applications require a 60-page project narrative submitted through Grants.gov, along with budget narrative, organizational capability statement, commitment letters, proof of nonprofit status, resumes for key personnel, and standard federal forms.
Synopsis
AoD's Office of Intellectual and Developmental Disabilities (OIDD) within the Administration for Community Living (ACL), U.S. Department of Health and Human Services (HHS) forecasts the availability of Fiscal Year (FY) 2026 funds to make five-year grants to up to two entities designated as University Centers for Excellence in Developmental Disabilities Education, Research, and Service (UCEDD). These grantees carry out four core functions: (1) interdisciplinary pre-service preparation and continuing education of students; (2) community services, including training, technical assistance, and/or demonstration and model activities; (3) research; and (4) dissemination of information. UCEDDs are interdisciplinary education, research and public service units of universities, or public or not-for-profit entities associated with universities that implement the four core functions addressing, directly or indirectly, one or more of the areas of emphasis (e.g., quality assurance, education and early intervention, child care, health, employment, housing, transportation, recreation and other services available or offered to individuals in a community, including formal and informal community supports, that affect their quality of life). Funds made available under this proposed funding opportunity will be used to pay for the Federal share of the cost of the administration and operation of programs.
