About this opportunity

The U.S. Department of State is soliciting applications for its Public Diplomacy Small Grants Program, administered by the U.S. Mission to Libya through the Tunis-based U.S. Libya External Office, with applications due June 15, 2026. Awards range from $50,000 to $100,000, with approximately five awards anticipated pending funding availability.

Eligible applicants include U.S. and foreign not-for-profit organizations, public and private educational institutions, individuals, and Libyan and non-Libyan public international organizations. Organizations must obtain a Unique Entity Identifier and register with SAM.gov; individuals are exempt. Each applicant organization may submit only one proposal; multiple submissions result in ineligibility.

Proposals must directly support one or more of three strategic objectives: promoting economic opportunity and U.S.-Libya collaboration; showcasing U.S.-Libyan partnership and shared values; or supporting Libya's unity, stability, and security. Projects involving alumni of U.S. Government exchange programs are strongly encouraged. The program explicitly excludes funding for partisan political activities, charitable development, construction, religious activities, fundraising, lobbying, scientific research, organizational development, and duplicate programs.

The performance period is 12 months, with an anticipated start date of October 1, 2026. Place of performance encompasses Libya and the surrounding region, with administrative oversight through the Tunis-based office.

Evaluation criteria are weighted as follows: quality and feasibility of the program idea (30 points), organizational capacity and grant history (20 points), program planning and ability to achieve objectives (15 points), budget reasonableness (10 points), monitoring and evaluation plan (15 points), and sustainability (10 points).

All applications must be submitted by email to LibyaUSAExchanges@state.gov in English with budgets denominated in U.S. dollars. The program operates under CFDA 19.600 (Bureau of Near Eastern Affairs).
