About this opportunity

The Indian Health Service (IHS) is seeking applications for the Tribal Self-Governance Planning Cooperative Agreement Program. This program provides resources to federally recognized Tribes and Tribal organizations interested in entering the Tribal Self-Governance Program (TSGP) or expanding their current Programs, Services, Functions, and Activities (PSFAs). The planning phase must include legal and budgetary research, and internal Tribal government planning and organizational preparation relating to the administration of health care programs. The merit review criteria include introduction/need (25 points), project objectives/work plan (25 points), program evaluation (25 points), organizational capabilities (15 points), and budget narrative (10 points). Applications are due by February 19, 2025.

IHS expects to award 3 cooperative agreements of $180,000 each for a total program funding of $540,000, with a one-year period of performance. Eligible applicants must be federally recognized Indian Tribes or Tribal organizations, have financial stability for 3 consecutive years, and obtain approval from participating Tribes via resolution. The performance location will be within the respective tribal communities and organizations.

Update #3 · Latest ·

The Indian Health Service has received approval to release the pause on this announcement. This announcement is again open, and the original application deadline date of February 19, 2025 is reinstated. Anything that was entered into your WorkSpace is still there, any submitted applications do not need to be resubmitted, and no other changes have been made to this opportunity. -

The purpose of this Planning Cooperative Agreement is to provide resources to Tribes interested in entering the Tribal Self-Governance Program (TSGP) and to existing Self-Governance Tribes interested in assuming new or expanded Programs, Services, Functions, and Activities (PSFA). Title V of the Indian Self-Determination and Education Assistance Act requires a Tribe or Tribal organization (T/TO) to complete a planning phase to the satisfaction of the Tribe. The planning phase must include legal and budgetary research and internal Tribal government planning and organizational preparation relating to the administration of health care programs. See 25 U.S.C. 5383(d). The planning phase is critical to negotiations and helps Tribes make informed decisions about which PSFAs to assume and what organizational changes or modifications are necessary to successfully support those PSFAs. A thorough planning phase improves timeliness and efficient negotiations and ensures that the Tribe is fully prepared to assume the transfer of IHS PSFAs to the Tribal health program.

Update #2 ·
