About this opportunity

The Department of Health and Human Services Administration for Children and Families is soliciting applications for the Tribal Personal Responsibility Education Program (Tribal PREP) cooperative agreements by August 31, 2026, with approximately 8 awards ranging from $350,000 to $600,000 per year.

Eligible applicants are federally recognized tribal governments and tribal organizations that are not federally recognized. The program has no mandatory cost share requirement. Awards are structured as five-year cooperative agreements composed of five one-year budget periods, with an expected project start date of September 30, 2026. Place of performance is within tribal communities serving the target populations.

Tribal PREP funds projects that educate American Indian and Alaska Native youth ages 10–19, and expectant and parenting youth under age 21, on both abstinence and contraception for prevention of pregnancy, sexually transmitted infections, and HIV. Projects must implement at least three of six congressionally mandated Adulthood Preparation Subjects: healthy relationships, adolescent development, financial literacy, parent-child communication, educational and career success, and healthy life skills. Recipients must replicate evidence-based effective programs or substantially incorporate elements of programs proven through rigorous scientific research to change behavior (delaying sexual activity, increasing condom or contraceptive use, or reducing pregnancy among youth). All education must be medically accurate and complete, age appropriate, and provided in the cultural context most appropriate for AI/AN youth. Recipients must allocate 15–20 percent of annual funding toward evaluation activities using community-based research approaches that honor AI/AN perspectives. The opportunity is funded under Assistance Listing 93.092, Personal Responsibility Education Program. Applications must be submitted through Grants.gov with active SAM.gov and Grants.gov registrations, and recipients must comply with 2 CFR 200, HHS Grants Policy Statement requirements, grantee training conferences, medical accuracy review submissions, and semi-annual performance and financial reporting. The opportunity number is HHS-2026-ACF-ACYF-AT-0015.

Update #2 · Latest ·

The Family and Youth Services Bureau will be posting a revised Tribal PREP NOFO shortly and will be accepting applications. Tribal PREP competitively funds projects that educate American Indian/Alaska Native (AI/AN) youth ages 10-19, and expectant and parenting youth under age 21, on both abstinence and contraception for the prevention of pregnancy, sexually transmitted infections (STIs), and HIV and promote successful transition of youth to adulthood through education on key adulthood preparation subjects (APS). Projects must implement at least three of the six congressionally mandated APS which include: 1) healthy relationships, 2) adolescent development, 3) financial literacy, 4) parent-child communication, 5) educational and career success, and 6) healthy life skills. Additionally, projects must 1) replicate evidence-based effective programs or substantially incorporate elements of effective programs that have been proven on the basis of rigorous scientific research to change behavior within the AI/AN tribal communities, which means delaying sexual activity, increasing condom or contraceptive use for sexually active youth, or reducing pregnancy among youth; 2) be medically-accurate and complete; 3) provide age-appropriate information and activities; and, 4) be provided in the cultural context that is most appropriate for AI/AN youth.
