About this opportunity
The Indian Health Service is soliciting applications for the Tribal Management Grant (TMG) Program, a competitive capacity-building grant for federally recognized Indian Tribes and Tribal Organizations, with applications due August 28, 2026. No cost share is required. The program expects to issue 14 to 16 awards from $2.761 million in total funding, with first-year awards ranging from $75,000 to $150,000 per applicant.
Eligible applicants are federally recognized Indian Tribes and Tribal Organizations. Priority is given to newly recognized tribes, those addressing audit material weaknesses, Title I ISDEAA contractors, and Title V ISDEAA compactors.
The TMG Program funds four project types: feasibility studies (maximum $70,000 over 24 months), planning (maximum $50,000 over 24 months), evaluation studies (maximum $50,000 over 24 months), and health management structure development (average $100,000 over 24 months; maximum $300,000 over 36 months with first-year funding capped at $150,000). Projects build tribal capacity to assume all or part of existing Indian Health Service programs, functions, services, and activities under Title I ISDEAA contracts or Title V ISDEAA compacts, and develop or improve tribal health management capabilities.
Applications are evaluated on Introduction and Need (20 points), Project Objectives, Work Plan, and Approach (40 points), Program Evaluation (20 points), Organizational Capabilities and Key Personnel (15 points), and Budget Narrative (5 points). The application narrative is limited to 10 pages for project description and 5 pages for budget, using 12-point black font, single-spaced with 1-inch margins. Applicants must submit through Grants.gov and register with both SAM.gov and Grants.gov before applying. Expected award date is October 1, 2026, with earliest start date October 1, 2026.
The program operates under CFDA 93.228, the Health Management Development Program.
