About this opportunity

The U.S. Environmental Protection Agency (EPA) is seeking applications for a cooperative agreement to provide training and technical assistance to rural, small, and Tribal municipalities, publicly owned wastewater treatment works, and decentralized wastewater treatment systems. The eligible activities include training and technical assistance focused on four priority areas: 1) Acquisition of financing/funding, 2) Protecting water quality and achieving compliance, 3) Tribal-focused assistance, and 4) Decentralized systems support. Applicants must address only one of the four priority areas in their submission, and each applicant may submit multiple applications as long as they are for different priority areas. The application deadline is November 25, 2024.

The EPA expects to award approximately $49 million in cooperative agreements, with 12-28 awards anticipated. Recent federal grants under the Technical Assistance for Treatment Works program, which funds this opportunity, have ranged from $600,000 to $8 million and typically covered 12-36 month periods. The assistance type is Project Grants, and the geographic scope may be nationwide with regional or state-level sub-awards to provide on-the-ground support.
