About this opportunity
The Department of Health and Human Services Administration for Children and Families seeks applicants to implement sexual risk avoidance education for youth ages 10–19 with an application due date of August 17, 2026. Eligible applicants are limited to county governments, cities, school districts, higher education institutions, Native American tribal governments and organizations, nonprofits (with or without 501(c)(3) status), faith-based organizations, and for-profit entities located in California, Connecticut, Delaware, Hawaii, Idaho, Kansas, New Hampshire, New Mexico, North Dakota, Rhode Island, Wyoming, Guam, Marshall Islands, Palau, or the U.S. Virgin Islands.
The program distributes $8,358,870 across approximately 20 awards. Award amounts for the first budget period range from a floor of $13,501 to a ceiling of $450,000. The project period spans two years divided into two one-year budget periods, with an expected start date of September 30, 2026.
Projects must teach youth to voluntarily refrain from non-marital sexual activity using medically accurate information referencing peer-reviewed publications from educational, scientific, governmental, or health organizations. Required elements include evidence-based approaches integrating research with practical strategies aligned to audience needs; emphasis on personal responsibility, self-regulation, goal setting, healthy decision making, and focus on the future; messaging that discourages sexual coercion, dating violence, underage drinking, and illicit drug use; cultural appropriateness recognizing diverse youth experiences; and age-appropriate content. Facilitators must receive formal training in the program model. Recipients must collect and report OMB-approved performance measures semiannually, budget for staff attendance at annual grantee training (Summer 2027) and topical training sessions, maintain medical accuracy compliance through ACF review, develop sustainability plans, and achieve full program operation within 90 days of award.
Merit review scoring totals 110 points across six criteria: purpose and need (20 points), response and implementation approach (45 points), impact (10 points), resources and capabilities (20 points), budget (5 points), and alignment with ACF priorities (10 points). The Assistance Listing number is 93.787. Applications must be submitted electronically through Grants.gov with a combined 100-page limit for project narrative, budget justification, and supporting documentation.
