About this opportunity
The Department of Defense, acting through Washington Headquarters Services Acquisition Directorate on behalf of the Office of the Secretary of War (Acquisition and Sustainment), seeks sole-source applications for awards to support the National September 11 Memorial & Museum and the 9/11 Pentagon Memorial Visitor Education Center, with applications due July 10, 2026.
Eligible applicants are limited to two entities: the National September 11 Memorial & Museum and the Pentagon Memorial Fund. Both must maintain active System for Award Management registrations and valid unique entity identifiers prior to award.
Two awards of twelve million dollars each will be made under the FY26 DoD Appropriations Act. The National September 11 Memorial & Museum award will be structured as a cooperative agreement involving substantial government involvement in project oversight, location determination, and access to DoD installations. The 9/11 Pentagon Memorial Visitor Education Center award will be structured as a grant. The anticipated period of performance is subject to proposed projects.
Applications require submission of standard forms (SF-424, SF-424B, SF-424A, SF-LLL, Project Abstract Summary, and Project Narrative Attachment Form) and a ten-page project narrative. The narrative must include project abstract, public benefit statement, project plan with management structure, schedule and milestones, key personnel, cost breakdown by task, anticipated sub-awards and contracts, and estimated project ceiling costs. Applicants must disclose conflicts of interest and obtain government approval for mitigation plans.
All submissions must comply with federal requirements including NDAA Section 889 prohibitions on covered telecommunications equipment, debarment and suspension requirements, drug-free workplace standards, research misconduct policies, and restrictions on lobbying. Financial and performance reporting will compare progress against financial outlays.
Contact Michael Fanizzo Jr. (michael.j.fanizzo.civ@mail.mil) or Miroslava Mircheva (miroslava.k.mircheva.civ@mail.mil) for administrative questions. The funding vehicle is Congressionally Directed Assistance, CFDA 12.599.
