About this opportunity
The Department of Health and Human Services Health Resources and Services Administration is forecasting a cooperative agreement to establish the Home Visiting Research, Improvement, Sustainability and Evaluation (HV-RISE) Center, which will strengthen home visiting program quality and outcomes through research-informed practice improvement and small-scale testing of innovations.
Eligible applicants include city, county, state, and tribal governments; federally recognized and non-federally recognized tribal organizations; public and private higher education institutions; 501(c)(3) and non-501(c)(3) nonprofits; for-profit organizations; small businesses; special district governments; and independent school districts. Primary eligible entities are the 48 states, two nonprofit organizations serving Florida, and six territories and jurisdictions (District of Columbia, Puerto Rico, Guam, U.S. Virgin Islands, Northern Mariana Islands, and American Samoa) currently funded under the Maternal, Infant and Early Childhood Home Visiting (MIECHV) Program. For states that have not elected to participate in MIECHV, nonprofit organizations with an established record of delivering early childhood home visiting programs or initiatives in one or more states are eligible.
The funding instrument is a cooperative agreement. Domestic work occurs across the fifty states, District of Columbia, Puerto Rico, Northern Mariana Islands, American Samoa, Guam, U.S. Virgin Islands, Federated States of Micronesia, Republic of the Marshall Islands, and Republic of Palau.
This opportunity operates under CFDA 93.870 (Maternal, Infant and Early Childhood Home Visiting Grant). The MIECHV Program funds evidence-based home visiting services for pregnant women and parents with young children through kindergarten entry in at-risk communities. Cooperative agreements under this program are competitively awarded every three to five years, with annual noncompetitive continuation awards possible contingent on progress reports and federal determination that continued funding serves the government's interest. Final decisions are made four to six months after application receipt.
