The program funds evaluation projects designed to explore new questions in teen pregnancy prevention and improve program efficiency, effectiveness, and quality.
Eligible applicants include any public or private nonprofit entity, for-profit organizations, faith-based organizations, and American Indian/Alaska Native organizations located within U.S. states and territories. No cost share is required. Individual awards range from $150,000 to $1,100,000, with a 36-month period of performance. Funded projects must be evaluations completable within two to three years, such as secondary data analyses or research using existing program and administrative data.
Evaluations must address at least one of five priority approaches: strengthening adolescent body and health literacy through medically accurate, age-appropriate programming; building local community organization capacity for program fidelity and quality; equipping youth with knowledge and decision-making skills through reproductive goals counseling; upholding parental rights through advance notice and opt-out procedures; or incorporating sexual risk avoidance education.
Merit review evaluates applications on project significance and alignment with priorities (30 points), technical approach and evaluation design (30 points), measurable outcomes and evaluation measures (15 points), organizational capacity and experience (15 points), project management and dissemination (5 points), and budget (5 points). The anticipated award date is September 30, 2026.
Funding is authorized under Section 241 of the Public Health Service Act and Division B of the Consolidated Appropriations Act, 2026. The assistance listing is 93.343.
