The U.S. Department of Agriculture's Foreign Agricultural Service is seeking applicants for a cooperative agreement to provide technical support for strengthening Ukraine's dairy sector. The principal objectives are to increase the resilience and profitability of Ukrainian dairy farms, improve veterinary care and disease prevention, and facilitate connections with the U.S. dairy industry. Applicants must be U.S. state cooperative institutions or universities as defined by 7 USC 3103. Applications will be evaluated on the overall program plan (65 points), budget and narrative (15 points), formatting/grammar (5 points), and programmatic capability/past performance (15 points). Questions are due by January 2, 2025, and applications are due by January 8, 2025 at 11:59pm EST.

The program will provide one $250,000 award through a cost-reimbursable cooperative agreement. Indirect costs are capped at 10%, and the recipient will be required to submit quarterly financial and performance reports. Travel to Ukraine is not currently required due to security concerns, but may be considered in the future as conditions improve. The program is funded under CFDA 10.960 Technical Agricultural Assistance.
