About this opportunity
HRSA is soliciting continuation applications under HRSA-27-017 for maintenance funding of the Teaching Health Center Graduate Medical Education (THCGME) Program, with applications due December 11, 2026 at 11:59 p.m. Eastern Time. Eligibility is restricted to existing HRSA THCGME payment recipients, previously funded under HRSA-23-013, and recipients that fail any eligibility criterion will not be considered. Eligible applicants are community-based ambulatory patient care centers operating accredited primary care residency programs in family medicine, internal medicine, pediatrics, internal medicine-pediatrics, obstetrics and gynecology, psychiatry, general dentistry, pediatric dentistry, or geriatrics. Applicants may operate directly or through a graduate medical education (GME) consortium.
Anticipated FY 2027 funding totals $20.96 million for an anticipated 12 grants ranging from $320,000 to $2.88 million. Payments are formula-based at an anticipated $160,000 per resident FTE. The period of performance extends two years, through June 30, 2029. The source does not state a cost share requirement.
Applications require accreditation documentation, residency program organizational charts, letters of agreement with training partners, staffing plans with job descriptions, an Eligible Resident/Fellow FTE Chart covering the previous five academic years and planned training numbers, and a signed THCGME Program Assurances document. The page limit is 60 pages. The five review criteria (Purpose and Need; Response to Program Purpose; Impact; Organizational Information, Resources and Capabilities; Support Requested) apply only to new competing programs. Awards are based on annual residency FTE assessment, with notification approximately 120 to 180 days after application receipt.
Recipients must participate in federally designed evaluations, complete annual FTE reconciliation to prevent duplicate payments with CMS and CHGME programs, maintain accreditation, submit National Provider Identifier numbers for residents, and report annually on patient numbers and the percentage entering primary care practice. Inaccurate FTE reporting results in fund recoupment. Awards are governed by 2 CFR Part 200 and the HHS Grants Policy Statement. The Assistance Listing number is 93.530, under the Teaching Health Center Graduate Medical Education Payment program.
Synopsis
