About this opportunity

The Centers for Disease Control and Prevention (CDC) is soliciting applications for a cooperative agreement to sustain life-saving HIV services in Ukraine through the Public Health Center of the Ministry of Health, with an application deadline of July 20, 2026.

Eligibility is unrestricted; all organization types—including county and state governments, higher education institutions, nonprofits, for-profit organizations, small businesses, tribal governments, and public housing authorities—may apply. A 30-point funding preference is available for organizations meeting the global HIV and TB local organization definition. The project must be conducted in Ukraine.

The CDC anticipates $10,000,000 in Year 1 funding with an award ceiling of zero (meaning one cooperative agreement award is planned for five 12-month budget periods). Award notifications are expected by the end of August 2026, with an anticipated award start date of September 30, 2026. No cost share is required.

The NOFO targets comprehensive HIV services for populations at higher risk, including people who inject drugs, those in prisons, individuals with high-risk sexual behavior, displaced persons, and uniformed services personnel. Required activities span four objectives: ensuring wide access to targeted HIV testing, treatment, retention, and prevention services in community settings using social network strategies (including targeted case finding, immediate linkage to treatment, and retention support); improving access via mobile HIV testing and treatment; improving access and quality at medical facilities through differentiated service delivery models; and enhancing HIV prevention services for higher-risk populations.

Applicants must allocate 5–10 percent of project funding to monitoring and evaluation. Merit review criteria weight organizational capacity at 45 points, approach at 30 points, and data monitoring and evaluation at 25 points. The program falls under CFDA 93.067 (Global AIDS). Applications require a 20-page project narrative, budget narrative, organizational capacity documentation, financial capability statement, and key personnel resumes.
