About this opportunity
The Department of State Bureau of African Affairs is soliciting applications for a cooperative agreement to support implementation of the Regional Economic Integration Framework (REIF) in the Great Lakes Region of Africa, with an application deadline of September 9, 2026. Approximately $14.49 million in Development Assistance funding is available for one anticipated award, and cost sharing is not required, though non-USG resource contributions will be evaluated as part of merit review.
Eligible applicants include for-profit organizations, 501(c)(3) nonprofits, non-501(c)(3) nonprofits, public and private institutions of higher education, and small businesses. All prime applicants must hold a Unique Entity Identifier and maintain active SAM.gov registration. The award will be structured as a cooperative agreement with substantial involvement from the Department of State in program implementation.
The 48-month performance period begins October 1, 2026, with performance conducted in the Democratic Republic of the Congo, Uganda, Rwanda, and Burundi. The program advances U.S. national interests by supporting market-based, private sector-led growth in critical minerals investment and improving governance and regulation to attract American business and counter corrupt and unfair practices.
Primary objectives include improving transparency and licit trade through baseline assessments and regulatory strengthening; promoting trusted ICT infrastructure and technology deployment, including blockchain systems for supply chain traceability; enforcing licit finance through coordination with financial institutions and beneficial ownership disclosure; and promoting responsible investment exemplified by U.S. investors. Applicants must propose concrete deliverables, indicators, targets, and milestones for each project year.
Evaluation criteria weight program idea quality and planning feasibility at 50 percent, organizational and staff capacity and experience at 30 percent, and budget and sustainability at 20 percent. The proposal narrative is limited to 15 pages, with required supporting documents including detailed budget in Excel format, risk assessment and mitigation plan (five pages maximum), project monitoring and evaluation plan (five pages maximum), and mandatory federal forms SF-424, SF-424A, and SF-LLL. Assistance Listing 19.989 (State/African Regional—Other Economic Support Funds Projects/Programs) applies.
