About this opportunity
The U.S. Department of State, Bureau of Democracy, Human Rights, and Labor is soliciting applications for cooperative agreements to combat transnational repression in the Europe and Eurasia region, with applications due August 13, 2026.
The opportunity awards 1–2 grants totaling approximately $1,973,359 from FY25 Democracy Fund resources. The period of performance is 18–24 months beginning September 30, 2026. Eligible applicants include U.S.-based and foreign nonprofit organizations, for-profit businesses, higher education institutions, and public international organizations. All organizations must obtain a Unique Entity Identifier and maintain active SAM.gov registration. Applicants may submit no more than two applications.
The program supports civil society efforts to identify, document, and report transnational repression incidents while strengthening prevention and protection mechanisms for human rights defenders and targeted populations. Core objectives include establishing early warning systems and rapid response capabilities; developing documentation and evidence-based reporting infrastructure; and fostering multi-stakeholder coordination and awareness campaigns. DRL maintains substantial involvement in planning and implementation, requiring 30-day orientation meetings, 45-day detailed workplan submissions, 90-day advance notice for significant revisions, and 14-day approval for in-person activities outside the United States.
Applications require mandatory federal forms (SF-424, SF-424A, SF-424B), a 15-page proposal narrative, budget justification, and supporting attachments including security plans, contingency plans, and risk analyses. Post-award requirements include quarterly financial and progress reports to MyGrants, trafficking in persons certifications, and compliance with 2 CFR 200 and Promoting Human Flourishing in Foreign Assistance policies.
The Assistance Listing number is 19.345 (International Programs to Support Democracy, Human Rights and Labor).
