About this opportunity
The Department of Transportation Federal Highway Administration (FHWA) is seeking applications for a $1.8 million sole-source cooperative agreement with the American Association of State Highway Transportation Officials (AASHTO) for their Innovation Management (AIM) Program. The agreement aims to support AASHTO's AIM Program in deploying Every Day Counts (EDC) innovations, accelerating market readiness of other innovations, and facilitating information exchange about innovations across transportation agencies. Key activities include stakeholder engagement, support for FHWA's Accelerating Market Readiness program, advancement of innovation culture through Innovation Forum events, and implementation of a platform to capture and share innovations between state DOTs. Applications are due by February 3, 2025 at 5:00 PM EST through Grants.gov.
The cooperative agreement has a 60-month period of performance and requires an 80% federal/20% recipient cost share split under 23 U.S.C. 502(c)(3). The funding comes through the Highway Research and Development Program (CFDA 20.200) and supports FHWA's 2022-2026 Strategic Plan objective of "Transformation" through experimentation and innovation. Places of performance are generally within recipient states, leveraging existing transportation infrastructure and facilities.
Synopsis
The purpose of this proposed Cooperative Agreement is for the American Association of State Highway Transportation Officials (AASHTO), through the AASHTO Innovation Management (AIM) Program, to advance innovation deployment activities under the Every Day Counts (EDC) initiative; and to foster a culture of innovation within the highway community. The Cooperative Agreement will result in the distribution of up to $1,800,000. The actual amount available to be awarded under this notice will be subject to the availability of funds.
