About this opportunity

The U.S. Department of State's Bureau of Counterterrorism seeks applicants to strengthen security along critical transit routes in northern Mozambique through a two-year cooperative agreement focused on capacity-building for the Police of the Republic of Mozambique (PRM). The program will deliver specialized training in crisis response, tactical medicine, and leadership development; provide non-lethal equipment including communications devices, vehicles, and protective gear; and deploy experienced mentors to work alongside PRM units operating along the N380 and N1 highways leading into Cabo Delgado. Eligible applicants include not-for-profit organizations, educational institutions, for-profit organizations, and public international organizations that obtain a Unique Entity Identifier and maintain active SAM.gov registration. Applications will be evaluated on quality and feasibility of program idea (30 points), organizational capacity and previous grant performance (20 points), program planning and ability to achieve outcomes (15 points), monitoring and evaluation (15 points), budget (10 points), and sustainability (10 points). The deadline for proposal submission is June 9, 2026, at 5:00 p.m. Washington, D.C. time, with clarifying questions due by April 24, 2026, and answers posted by May 1, 2026.

The Department anticipates awarding one grant in the range of $4,000,000 to $4,933,399 from FY25/26 Nonproliferation, Anti-terrorism, Demining and Related Programs (NADR) funds, structured as a 24-month cooperative agreement with an anticipated start date of September 30, 2026. Applicants must submit comprehensive proposals not exceeding 12 pages (excluding logic models and preliminary performance monitoring plans), detailed budget justifications with supporting documentation, and required federal forms. All program implementation will occur in northern Mozambique, specifically targeting PRM units stationed closest to the N1 and N380 highways in Cabo Delgado province.

Synopsis

The U.S. Department of State's Bureau of Counterterrorism (CT) announces a competitive funding opportunity to strengthen the security of critical transit routes in northern Mozambique and protect U.S. economic interests. Northern Mozambique is a region of growing economic significance, with key transit routes that support international commerce. This two-year initiative will enable safer and more reliable movement for U.S. companies, personnel, and goods in Mozambique in support of U.S. economic opportunities and investment in the region. The program will help the Police of the Republic of Mozambique (PRM) detect and disrupt terrorism threats along the N380 and N1 highways, which lead into Cabo Delgado and connect strategic economic zones in the north. The project will provide specialized training and non-lethal equipment so law enforcement can respond more effectively to suspected terrorist activity. Targeted mentorship for PRM units will reinforce training, address challenges in real time, and build trust within the units to ensure consistent application of new skills and procedures. By increasing law enforcement presence, improving preparedness and response capabilities, and fostering collaboration, this initiative will reduce the risk of attacks and disruptions along these vital highways. The program will strengthen law enforcement effectiveness and give U.S. entities greater confidence to operate and invest in the region.
