About this opportunity
This Federal Grant Opportunity from the Department of Health and Human Services' Centers for Disease Control and Prevention (CDC) seeks to strengthen the national HIV care and treatment program in Sierra Leone under the President's Emergency Plan for AIDS Relief (PEPFAR). The 5-year cooperative agreement aims to accelerate progress towards achieving epidemic control by 2030 through direct service delivery and technical assistance. Key objectives include expanding access to high-quality HIV testing, treatment, and prevention services; improving monitoring and evaluation systems; supporting national policy and guideline development; and building capacity of civil society organizations to implement differentiated service delivery models. Eligible applicants include a wide range of public, private, and nonprofit entities across the U.S. and internationally. The NOFO utilizes a local partner funding preference, awarding an additional 30 points to organizations meeting PEPFAR's definition of a local implementing partner.
The anticipated total Year 1 funding is $7.5 million, subject to availability, with an expected project start date of September 2025. The award will require substantial CDC involvement in implementation and quarterly/annual reporting on performance measures through PEPFAR's monitoring systems. This opportunity is funded under the Global AIDS program (CFDA 93.067), which supports HIV/AIDS activities across multiple PEPFAR focus countries in sub-Saharan Africa and the Caribbean.
