About this opportunity
The Centers for Disease Control and Prevention is soliciting applications for a cooperative agreement to strengthen Ghana Health Service laboratory services, diagnostic networks, and systems for HIV, TB, and other priority health threats, with an application deadline of October 16, 2026. This is a fully competitive opportunity with unrestricted eligibility; all organization types may apply, including state and local governments, nonprofits, for-profit entities, foreign organizations, and academic institutions.
The CDC anticipates approximately $500,000 in Year 1 funding, subject to availability of funds, as a single award. The period of performance spans five years with five 12-month budget periods; funding will be released quarterly based on recipient performance milestones and linked to results-based metrics. Work is performed in Ghana in partnership with the Ghana Health Service and Ministry of Health as part of the President's Emergency Plan for AIDS Relief (PEPFAR).
The NOFO requires applicants to strengthen laboratory capacity by equipping facilities with appropriate diagnostic technologies, building staff skills for quality laboratory services management, and supporting the Government of Ghana Ministry of Health to assume full responsibility for managing laboratory services, diagnostic networks, and systems for HIV, TB, and other priority infectious diseases. Specific activities include viral load and early infant diagnosis testing, quality management systems, continuous quality improvement and accreditation mentorship, workforce capacity building for next generation sequencing training for HIV drug resistance, laboratory data management, multiplex testing assay interfaces with barcoding, and proficiency testing and external quality assurance support.
Merit review assesses applications on approach (40 points), organizational capacity (30 points), and data/monitoring/evaluation (30 points). A local organization funding preference is available, offering 30 additional points. Recipients must conduct projects in Ghana and comply with CDC priorities including gold-standard science, transparent evidence-based practices, and global health leadership commitments.
