About this opportunity

The U.S. Department of State's Bureau of Counterterrorism seeks qualified organizations to strengthen early-warning, threat detection, and response capabilities in Cabo Delgado, Mozambique, through a two-year cooperative agreement focused on protecting U.S. economic interests. The program will develop information-sharing channels between the Police of the Republic of Mozambique (PRM) and local communities while providing specialized training to PRM units on intelligence collection, threat assessment, response planning, and community engagement. Eligible applicants include not-for-profit organizations, civil society organizations, educational institutions, for-profit entities, public international organizations, and governmental institutions, all of which must obtain a Unique Entity Identifier (UEI) and maintain active SAM.gov registration. Applications will be evaluated on five criteria: quality and feasibility of program idea (30 points), organizational capacity and previous grant performance (20 points), program planning and outcome achievement capability (15 points), monitoring and evaluation methodology (15 points), budget reasonableness (10 points), and sustainability planning (10 points). The application deadline is June 9, 2026, at 5:00 P.M. Washington, D.C. time, with submission of SF-424 forms, a 12-page proposal, budget justification, and required attachments including a logic model and performance monitoring plan incorporating at least three counterterrorism standard indicators.

The anticipated award amount ranges from $2,000,000 to $2,960,039, with one award anticipated from total available FY25/26 Nonproliferation, Anti-terrorism, Demining and Related Programs (NADR) funding. The project performance period is 24 months with an anticipated start date of September 30, 2026, requiring a dedicated mentor deployment to PRM units and specialized training delivery in early-warning mechanisms and threat detection. Work will be performed in Cabo Delgado, Mozambique, where applicants must demonstrate capacity to engage with local law enforcement and communities while potentially providing limited non-lethal equipment in support of program objectives.

Synopsis

The U.S. Department of State's Bureau of Counterterrorism (CT) announces a competitive funding opportunity to strengthen early-warning, threat detection, and response capabilities in Cabo Delgado, Mozambique, to directly protect U.S. economic interests. By enhancing information sharing and threat detection near U.S. economic interests, this program will reduce risks to American companies and investments, enabling U.S. businesses to operate with greater confidence in a safer and more stable environment that advances American commercial interests and supports U.S. reindustrialization efforts. This two-year initiative will focus on developing effective channels for information exchange between the Police of the Republic of Mozambique (PRM) and local communities in Cabo Delgado and on strengthening PRM's ability to respond to threats that could disrupt U.S. commercial operations or endanger American personnel. The program aims to enable law enforcement to identify, assess, and respond to potential threats before they materialize, thereby preventing attacks and disruptions to critical U.S. economic activities and protecting American investments in Mozambique's natural resource sector. Specialized training will be provided to PRM units on how to collect and assess actionable intelligence, plan and execute appropriate responses, and engage and collaborate with local communities to build trust and encourage timely reporting of suspicious activities that could threaten U.S. interests. By improving early warning systems, strengthening community law enforcement partnerships, and enhancing response capabilities, this initiative seeks to prevent threats before they impact U.S. interests and to foster greater confidence among U.S. companies operating in Cabo Delgado.
