About this opportunity
The Department of Health and Human Services Administration for Children and Families is soliciting applications for the Street Outreach Program to provide street-based services to runaway, homeless, and street youth subjected to or at risk of sexual abuse, prostitution, sexual exploitation, and human trafficking, with applications due August 17, 2026 at 11:59 p.m. Eastern Time. The program requires a mandatory 10 percent cost-sharing contribution from applicants.
Eligible applicants are public and nonprofit private agencies as defined under 34 U.S.C. 11261, including higher education institutions (public and private), state and local governments, tribal governments and organizations, 501(c)(3) and non-501(c)(3) nonprofits, public housing authorities, and special district governments. The program disqualifies applications from individuals, sole proprietorships, foreign entities, those requesting funding above the award ceiling, submitted after the deadline, or received in paper format without prior ACF exemption. Organizations currently receiving FY 2025 Basic Center Program funding should not apply for identical services in the same area.
The Administration for Children and Families will distribute $4,000,000 across 20 awards, with individual grants ranging from $100,000 to $200,000 for the first budget period. The project period spans three years consisting of three one-year budget periods, with an expected start date of September 30, 2026.
Required services include 24/7 street outreach and emergency shelter access, gateway services (food, hygiene products), comprehensive youth-centered services using a positive youth development framework, trauma-informed care, screening and assessment, service coordination, human trafficking identification and intervention, crisis stabilization, case management, and follow-up services. Merit review totals 110 points across seven criteria: purpose and need (10 points), response and approach (45 points), impact (10 points), resources and organizational capacity (15 points), support requested and budget (15 points), sustainability (5 points), and alignment with ACF priorities (10 points).
The program is assigned CFDA 93.557. Recipients must submit quarterly RHY-HMIS data reports and semiannual performance (ACF-OGM-PPR) and financial (SF-425) reports. Applicants must send at least one person to mandatory annual in-person RHY National Grantee Training and regional training events.
