One award of $800,000 is anticipated (ranging from $795,000 to $800,000 per budget period), and cost-sharing is not required.
Eligible applicants include states, counties, cities and townships, tribal governments (federally recognized and not), special districts, public and private higher education institutions, for-profit organizations, and 501(c)(3) and non-501(c)(3) nonprofits. The grant funds a 60-month project period divided into five 12-month budget periods, running from September 1, 2026, to August 31, 2031, with work performed nationally across the SCI Model Systems Centers network.
The Center must maintain the national longitudinal database receiving data from all SCI Model Systems Centers, ensure high-quality data collection, provide training to Model Systems centers on data quality and subject retention, deliver methodological and statistical consultation for research projects, and establish enrollment methods for efficient data collection. The applicant must demonstrate commitment to increasing public access to data while ensuring compliance with Section 508 of the Rehabilitation Act and WCAG 2.0/2.1 AA standards, and must coordinate transitions with previous grantees.
Merit review weighs responsiveness to program priority (20 points), alignment with ACL strategic priorities of caregiving, connecting people to services, whole-person health, and employment (5 points), plan of operation (25 points), design of training and technical assistance activities (25 points), plan of evaluation (5 points), project staff qualifications (15 points), and adequacy of resources (5 points). Project narratives must not exceed 75 pages. Applicants may charge indirect costs using an approved rate or a de minimis rate of 15% of modified total direct costs. An optional notice of intent is due July 13, 2026, and an informational conference call is scheduled for July 7, 2026. The CFDA number is 93.433.
Synopsis
The purpose of NIDILRR's Disability and Rehabilitation Research Project (DRRP) grants is to improve the effectiveness of services authorized under the Rehabilitation Act by generating knowledge or developing methods, procedures, and rehabilitation technologies that advance a wide range of independent living and employment outcomes for individuals with disabilities, especially those with the greatest support needs. This Center will advance medical rehabilitation by increasing the rigor and efficiency of scientific efforts to longitudinally assess the experiences and outcomes of individuals with spinal cord injury (SCI). This Center must maintain the national longitudinal database for data submitted by each of the SCI Model Systems Centers. This Center must also ensure collection of high quality data, and support rigorous research by the Model Systems centers by monitoring data quality, providing training in the collection of SCI Model Systems data, providing methodological consultation to these centers, and other collaborative tasks. The grant will have a 60-month project period, with five 12-month budget periods.
