About this opportunity
The U.S. Department of Agriculture Foreign Agricultural Service is soliciting stakeholder input to inform future non-emergency Title II Food for Peace programming, with responses due July 24, 2026.
This is a Request for Information, not a funding solicitation. The RFI seeks input across five areas: resilience program design and implementation; commodity needs, constraints, and opportunities; nutrition considerations; general programmatic implementation; and additional relevant insights. Responses should include detailed data, research, and suggestions to facilitate innovative resilience programming. The government will not compensate respondents for preparation costs, and responding does not confer competitive advantage in future procurements.
Respondents may address any or all topics within a 10-page maximum response, single-spaced, 12-point font, in English. Submissions are due by 5:00 p.m. EDT on July 24, 2026, via email to foodforpeace@usda.gov, with subject line "RFI - Non-Emergency Title II Food for Peace Program." Responses should not include proprietary information, proposals, or resumes. Responses will be used for internal planning purposes only and will not be publicly attributed.
The underlying Title II Food for Peace program (CFDA 10.624) supports non-emergency development activities aimed at enhancing food security, reducing malnutrition (particularly in children and mothers), strengthening early recovery and resilience, and supporting communities through multi-year development initiatives. All activities operate through procurement of 100% U.S. agricultural commodities. When the program issues future funding opportunities, eligible applicants will include private voluntary organizations, cooperatives, and international organizations that demonstrate the capabilities, staff, and resources necessary to successfully execute food assistance projects in designated food-insecure populations abroad.
