About this opportunity
The Bureau of Reclamation's WaterSMART Small-Scale Water Efficiency Projects program (CFDA 15.507) seeks to fund on-the-ground water conservation and efficiency improvements in water delivery systems throughout the western United States and territories. Eligible applicants include States, Tribes, irrigation districts, water districts, and organizations with water or power delivery authority (Category A entities), as well as nonprofit conservation organizations partnering with Category A entities (Category B entities). Projects must implement small-scale water efficiency measures identified through prior planning efforts, such as canal lining, municipal metering, irrigation flow measurement, SCADA and automation systems, and landscape irrigation measures. Merit review will award points across seven evaluation criteria: project benefits (15 points), planning efforts support (25 points), implementation capability (20 points), nexus to Reclamation (5 points), presidential and DOI priorities (20 points), construction priority (10 points), and cost-share contributions exceeding statutory minimums (5 points). The application deadline is June 2, 2026 at 4:00 pm MDT, with anticipated project start and completion dates of June 2, 2027 and June 30, 2029, respectively.
Approximately 50 awards totaling $4,000,000 in federal funding are anticipated, with individual awards ranging from a floor of $1,000 to a ceiling of $125,000, and total project costs not exceeding $250,000. Applicants must cost-share at least 50 percent of total project costs from non-Federal sources. Projects will be implemented throughout western U.S. states and territories, with performance periods spanning approximately two years from the anticipated June 2027 start date through June 2029 completion.
Synopsis
Through WaterSMART, the Bureau of Reclamation (Reclamation) leverages Federal and non-Federal funding to work cooperatively with States, Tribes, and other entities as they plan for and implement actions to increase water supply and hydropower reliability. The WaterSMART Program demonstrably advances Trump administration priorities, such as those identified in Presidential Executive Order 14154 (January 20, 2025): Unleashing American Energy (E.O. 14154) and Secretarial Order 3418, and aligns with other priorities and requirements, such as those identified in Presidential Executive Order 14332 (August 7, 2025): Improving Oversight in Federal Grantmaking (E.O. 14332). The goal of the WaterSMART Small-Scale Water Efficiency Projects NOFO is to invite eligible entities to apply for funding to implement projects that conserve water and enhance water supply reliability in water delivery systems. It encourages the implementation of small-scale projects identified through prior planning efforts, such as canal lining, water delivery automation, flow measurement, and other projects that increase water efficiency.
