About this opportunity
The Department of Health and Human Services Administration for Community Living (NIDILRR) is soliciting Phase II Small Business Innovation Research grant applications from small business concerns that completed a Phase I SBIR project between October 1, 2024 and December 31, 2026, with an application deadline not specified in this forecast. NIDILRR will make four grants totaling funding amount not specified. Foreign entities are not eligible. Applicants must continue to qualify as small business concerns, and all Phase II projects must address the needs of people with disabilities and promote their health and function, community living, or employment outcomes.
Phase II grants carry a 24-month project period divided into two 12-month budget periods. Continuation funding beyond the first budget period is contingent upon evidence of substantial progress toward stated objectives and availability of appropriations. Phase I grantees funded by NIDILRR or other federal agencies are eligible, provided their Phase II proposals advance research to improve lives of people with disabilities.
The program supports research and development expansion on Phase I results, aligning with NIDILRR's core mission to improve disability-related outcomes and increase commercial application of federally-supported research. Peer review and staff approval determine award decisions, typically within 120 days of application submission. Grantees must submit annual progress reports and maintain accounting records for three years, with audit requirements triggered at $750,000 or more in federal expenditures annually.

Forecast synopsis
The purpose of the Federal SBIR program is to stimulate technological innovation in the private sector, strengthen the role of small business in meeting Federal research or research and development (R/R & D) needs, and improve the return on investment from Federally-funded research for economic and social benefits to the nation. The specific purpose of NIDILRR's SBIR program is to improve the lives of people with disabilities through R/R & D products generated by small businesses, and to increase the commercial application of NIDILRR-supported research results and development products. All SBIR projects funded by NIDILRR must address the needs of people with disabilities and promote their health and function, community living, or employment outcomes. Phase II projects expand on the results of and further pursue the development of Phase I projects. NIDILRR will make four grants under this opportunity. Grants will have a 24-month project period with two 12-month budget periods.
Eligibility
SBIR Phase I grantees who successfully completed their Phase I grant between October 1, 2024 and December 31, 2026 are eligible to apply. Phase I grantees with funding from NIDILRR or from other agencies are eligible to apply, as long as their applications describe research projects that aim to improve the lives of people with disabilities. Applicants must also continue to be small business concerns. Foreign entities are not eligible to compete for, or receive, awards made under this announcement.
