About this opportunity

The Small Business Administration is soliciting a cooperative agreement application from the SCORE Association to fund nationwide business mentoring and training services, with an application due date of August 14, 2026. The award is capped at a single cooperative agreement of $17,000,000 with no cost-sharing or matching requirement. Eligible applicants must be current SCORE award recipients meeting requirements under Section 8(b)(1)(B) of the Small Business Act and SCORE program requirements.

SCORE operates the nation's largest volunteer business mentor network, comprising more than 9,000 volunteers across more than 165 local chapters, delivering free business counseling and training to small businesses and pre-venture entrepreneurs. Required services include non-fee-based business counseling, rural area assistance, export promotion, intellectual property training, regulatory compliance guidance, and government contracting support. Additional SBA-mandated services encompass onshoring and manufacturing assistance, skilled labor partnerships, economic development programs, and access-to-capital initiatives. Services are delivered through in-person meetings, email, telephone, video consultations, webinars, and online workshops.

The period of performance runs twelve months, starting October 1, 2025. Applicants must submit a technical proposal not exceeding 20 pages, detailed budget information using required federal forms (SF-424, SF-424A), and supporting documentation via Grantsolutions.gov. SCORE must maintain complete records, report program data through SBA's data management system using Forms 641 and 888, and comply with 2 CFR Part 200 and all SBA regulations. Performance occurs nationwide across SCORE's established network of local chapters. The SBA will conduct programmatic and financial reviews, with final award notification issued by the Grants Management Officer. CFDA 59.026; funding opportunity number SB-OEDSC-26-001.
