About this opportunity
The Substance Abuse and Mental Health Services Administration is soliciting applications for grants to implement the Screening, Brief Intervention, and Referral to Treatment public health model, with applications due July 13, 2026.
Eligible applicants include Single State Agencies for Substance Use, U.S. territories (the District of Columbia, Guam, Puerto Rico, Northern Mariana Islands, Virgin Islands, American Samoa, Federated States of Micronesia, Marshall Islands, and Palau), local and tribal governments, service providers, community and nonprofit organizations, universities and colleges, research institutions, and training and technical assistance providers.
The program targets implementation in primary care and community health settings including health centers, hospital systems, health maintenance organizations, preferred-provider organizations, health plans, Federally Qualified Health Centers, behavioral health centers, pediatric health care provider offices, and children's hospitals, as well as schools. The focus area is screening for underage drinking, opioid use, and other substance use among children, adolescents, and adults.
Applications undergo merit review that includes a description of the proposed project, program analysis, and concurrence from the CSAT National Advisory Council. Award amounts and the expected number of awards are determined as part of the Notice of Funding Opportunity.
This opportunity falls under CFDA 93.490, Center for Substance Abuse Treatment Projects of Regional and National Significance. The program advances five strategic objectives: expanding access to substance use disorder treatment, improving treatment service quality, supporting recovery-oriented systems of care, addressing the opioid and overdose crisis, and strengthening the treatment workforce. Grant recipients must retain records for three years, or beyond if final audit has not been completed or findings resolved.
