About this opportunity

The National Institute of Food and Agriculture (NIFA) is soliciting applications for scholarships supporting undergraduate and graduate students at 1890 Land-grant institutions, with an application deadline of September 10, 2026. Eligible applicants are restricted to the 19 designated 1890 Land-grant institutions; each institution must submit one application per fiscal year. Federal funds support exclusively student scholarships covering tuition, fees, room and board, and textbooks or e-books, with no indirect costs permitted and graduate student support capped at 30 percent of total annual funding.

NIFA anticipates approximately $21.2 million in new project funding for FY 2026 (drawn from $57.6 million HR1 and $9.6 million discretionary appropriations), with anticipated awards of approximately $5.56 million per institution over a 60-month grant period. Scholar eligibility requires U.S. citizenship or permanent residency, minimum GPA of 2.8 for undergraduates and 3.0 for graduate students, full-time enrollment status, and demonstrated intent to pursue careers in food and agricultural sciences. Applications must include a 15-page Project Narrative, 250-word Project Summary, Expected Outcomes table, Data Management Plan, institutional letter confirming alignment with strategic plans, and required federal forms, submitted electronically through Grants.gov. Institutions must submit comprehensive multi-year institutional plans addressing recruitment, retention, and graduation with measurable goals and ongoing evaluation. Merit review follows peer-review panels of qualified scientists and specialists. Award recipients must maintain separate grant records for three years following grant closeout and comply with 2 CFR 200 Subpart D. Future continuation awards depend on funding availability and satisfactory performance. The program operates under CFDA 10.524 and aligns with USDA Secretary's Memorandum 1078-020 and Executive Order 14041 supporting HBCUs.

Synopsis

The purpose of the 1890 Scholarships Program, under Assistance Listing Number 10.524, is to provide scholarships to support recruiting, engaging, retaining, mentoring, and training of undergraduate and graduate students at the 1890 Land-grant institutions. These scholarships are intended to encourage outstanding students at 1890 institutions to pursue and complete baccalaureate and graduate (i.e., master's and doctoral) degrees in the food and agricultural sciences (see Appendix III for definition) that would lead to a highly skilled food and agricultural systems workforce.
